eHOpe™ is a comprehensive, integrated and communication-rich hospital management information system. It relies on cohesive system architecture to synchronize healthcare delivery, and to ensure that the appropriate information is available to the people who need it, when they need it. Designed and developed using Oracle tools and an Oracle database, eHOpe™ is a tightly integrated system that automates all the complex medical, financial and administrative functions of today's modern hospital. It also accommodates local cultures through Arabic language support and bilingual interface of the administrative and financial modules.

eHOpe™ is designed in the basis of and in adherence to the Mayo Clinic's electronic medical record standards. Its attractiveness is that it makes use of the easiest and most widespread international coding standards in medical informatics, medical records and the delivery of medical care. All these codes are expandable by eHOpe™ users and updateable, as new versions become internationally available. Some of the standard international codes adopted by eHOpe™ are: ICD (International Classification of Disease), CPT (physician's Current Procedural Terminology), HCPCS (HCFA Common Procedure Coding System), and NUBC (National Uniform Billing Committee) codes.

Main Features

eHOpe™ system serves the requirements of the hospital aiming to increase its financial performance, staff productivity, improve communication between different departments of the hospital, and minimize manual work and paper work.  Below are the main general features of the proposed system:

Oracle Database Environment

eHOpe™ is based on Oracle Relational Database Management System - RDBMS for its superior performance and excellent graphical user interface capabilities. Oracle RDBMS is delivered on more than 120 hardware platforms. To the healthcare provider, this means unlimited expandability and connectivity to every major supplier of hardware and related peripheral devices.  Oracle provides many tools that can be very helpful for the DBA and advanced users such as report generators and tools to show database capacity and performance.


eHOpe™ is designed to be modular and expandable system. It consists of around 40 modules covering financial, medical, administrative, hotel services, and ancillary services. The healthcare provider may choose all or a selection of these modules based on their needs.


eHOpe™ modules are all integrated and act as a central information system for the hospital facilities, services, divisions and staff.  As a result of the activities occurring at the various hospital sections, information will flow into the system with minimum human intervention.  Information entered in specific module will be automatically viewed in other modules related.

eHOpe™ modules are tightly integrated together since they share a common electronic patient record; as information is made available from one system, other systems will have access to it at once.

International Coding Standards

eHOpe™ make use of the easiest and most wide spread international coding standards to enforce standardization between all types of healthcare providers. Using international standard codes will further maintain hospital information compatibility with peer hospitals, and allow for proper research to be conducted either by the hospital or by any other public health researcher. All these codes are expandable by the user or updateable as new versions become internationally available. Bilingual and Culturally Acceptable

eHOpe™ system meets the Arab world requirements, where all financial modules are bilingual and include all the features and requirements that are applicable in the Middle East. Moreover, eHOpe™ is culturally acceptable, and recognizes in its design the propriety requirements of the Middle East.


eHOpe™ is flexible to the extent that allows you to tailor its general preferences through parameterization according to your hospital needs. The systems enable you to setup the definitions of your organization’s units and needed resources, physical locations, stores, medication families, asset families, billing classes, price lists, physician procedures and needed equipment, fiscal year and periods, known holidays and currencies among other user controlled structures.

eHOpe™ provides the ability to control many of the administrative tasks associated with hospital supplies, stores, medications, narcotics, disposable, and equipment maintenance.

GUI Interface

eHOpe™ system provides user-friendly Graphical User Interface (GUI) through the use of personal computer clients that communicate with back-end server(s) handling all information.

eHOpe™ system has standard consistent human interface in all screen of the system, making the system easy to use and memorize.

eHOpe™ system allows the use to perform ascending and descending sort for data that shows on screen by clicking on the column header.  This is possible in most of the screens unless technically not possible.

Communication & Interfacing Capabilities

eHOpe™ system supports HL/7 Ver.3 messages that would allow it to integrate with external devices and system such as Lab machines and PACS systems. Taking the PACS interface as an example, the HL7 interface is used to receive and transmit data to the HIS via HL7 messages.  As for the Lab machines interfaces, each Lab machine uses certain sets of HL/7 commands according to the nature of the machine and tests performed at each machine.  For each message received by the File Interface, an MSA message may optionally be returned.  Incoming data is validated based on message type and basic syntax. The version of HL7, which is used for the validation test, is defined in the configuration files of the HL7 interface.

eHOpe™ provides on-line access to medical records by all facilities of the hospital, and also provide fast and efficient retrieval of information to assist doctors and nurses in treating patients.

eHOpe™ facilitates the process of scheduling and setting appointment for all resources at the hospital.

Medical Decision Support System

eHOpe™ provides detailed information about patients to medical staff that would reduce the medical treatment risk (displaying patient allergies, conflict examination check, habits, immunization, etc)

Executive Decision Support System

eHOpe™ provides the hospital management with detailed up -to -date reports that would assist in the decision support process. Hospital Administration can utilize eHOpe™ to generate statistics based on type of diseases, gender, time, and other factors that can help in taking decisions on the management level.

Reduce Paper Work

eHOpe™ reduces paper work by allowing the users to initiate all work processes electronically.  The system also facilitates the process of electronic scheduling and setting appointment for all resources at the hospital.


eHOpe™ supports both English and Arabic language, where all Financial modules can be used in either English or Arabic interfaces.  One user can open Arabic session and English session of the same screen at the same time.  As for the medical modules, and since English language is the standard medics language, only few fields are supported in Arabic such as the patient names.


eHOpe™ implement many levels of security in order to guard confidentiality of information; the first level is implemented by using groups and passwords to connect to any system. The second level of security is implemented through granting certain groups of users the authorities of accessing and performing certain transactions in a specific module. Finally, and at the third level of security (the need-to-know level) only needed information are displayed to a certain authorized user, and in the same way, certain functions need a supervisor approval to be invoked.

eHOpe™ applies security module called Ideal Access Manager (IAM) that would allow the administrator to control the access of all users up to the field level with multiple levels of security. This module is the core of all security of eHopeTM. It provides the user with very advanced security controls and software deployment capabilities. All aspects of eHopeTM interface are controlled through IAM that further allows maximum flexibility in customizing security rights.

  • Each function, report, button, column and menu item in eHopeTM can be security controlled from IAM to allow for the most demanding security environments. The basic security functions (Add, Modify, Delete, and View) related to each of these objects can be defined for each user.  The Security measures go one level down, where security restrictions on the IP address level can be also defined.
  • Different restrictions can be applied on passwords such as expiration date, incorrect passwords trials before locking, and IP address per user restriction.
  • The security system can show the currently logged in users, time they logged in, and IP address.  The security system can also direct the user to a default module that is usually accessed by that specific user.

Ad-Hoc Reporting

eHOpe™ has the facility to manipulate data in an easy and a quick manner.  However, and in case the user wishes to generate reports that have not been previously used, Hospital specific users can be trained to use Oracle Discoverer in order to build their own reports based on certain criteria.

Data Capture

eHOpe™ supports interfacing with bar-code readers, scanners, cameras, and other input devices that can be used all over the hospital.  Optimiza does not recommend saving images within eHOpe due to the large size of images; however, it is possible to link any records to the scanned images and browse them when needed.

Report Headings

eHOpe™ supports customizing the headers to be used on different kinds of reports, where different headers can be attached to different reports and labels.

Printing Facilities

eHOpe™ supports the printing of any report to a predefined printer or printers according to the nature of report that is being printed.  For example, it is possible to automatically print a Lab order that is entered in the Out-patient clinics at the Lab printer.

It is also possible to preview the reports on screen (printing on screen) before directing the report to the printer.  Some financial transactions shall not be posted unless the user confirms that the printing of report has been successfully done (such as posting the patient invoices).

Printing of reports can be done on any kind of printers such as Dot Matrix printers, Laser printers, Inkjet printers, label printers, bar code printers, etc …
